This. Harley was the henchwoman for the most popular supervillain and constantly fighting one of the most popular superheroes of all time. Meanwhile Livewire was on her own and occasionally fighting Superman. And the reason Mercy Graves isn't as popular is because she's not fun and slutty which appeals to mainstream more than a serious woman that knows how to fight.
