Because the MCU essentially wasted and utterly misused Hulk to a worse degree then it did with Thor and it had a notable negative effect then when he could have solo films or shows and video games focused just on him. Like even if the handling of Captain America and Ironman wasn't always perfect in how it adapted characters or storylines it at least did spotlight and utilise it's lead heroes while making them much more prominent to audiences. Hulk never got a solo movie plus had all his major development offscreen plus doesn't tackle any of the compelling and interesting exploration he has in the comics like his alters and psychology as a person, his father's effect on him with his abuse or especially anything with his bond with Rick Jones and his dynamic with his major rogues like Thunderbolt Ross, Abomination and especially The Leader who cause of the weird rights stuff are doing more stuff in other characters movies and shows then having anything to do with the Hulk. Like essentially Immortal Hulk has probably done more for Hulk then a decade of the MCU has even if you don't like the run.

It's pretty much why Hank Pym has been so benched while Scott Lang has been so prominent or how many Marvel villains who are complex and interesting characters or just fun bastards with a ton of personality in the comics like Ronan, Ultron, Klaw, Ghost or Baron Zemo just get utterly wasted by the films, killed off before anything interesting can be done or are borderline oc's wearing the skins of established characters. Also I genuinely feel bad for Thor and his mythos in the MCU, it makes me thankful they never used Beta Ray Bill, Mangog and Amora the Enchantress with what they did to his entire supporting cast or how Korg and Valkyrie are just the worst.

Hulk (2003)

The Hulk film has its defenders and detractors but for whatever reason Universal couldn't get a sequel off the ground. The box office being the way it was probably didn't help. I think if the Hulk film had been more crowd-pleasing it would've been as big as Spider-Man and X-Men.

The MCU Hulk movie had the problem of also needing to let Universal have the distribution rights and disagreements between Marvel Studios and Norton so there was no incentive for Marvel Studios to do more Hulk movies and just relegate him to guest-star status

I truly don't get the hateboner you guys have for Ruffalo's acting as Banner. He's not the writer. He gets a script and acts, he doesn't decide the character is going to turn into a fucking joke, that's on Feige, the writers and the directors of these movies, but mostly Feige.
