Batman probably has the best covers that have that theme of making the villain towering over the city/heroes in size that is only done for the cover.
X-Men has that happen too but Batman has the most kino. Superman during the 70s, 80s, and 90s is when his covers were more eye-popping. I mean I like the classic covers with first appearances but they're just a little too simple.

is right imo. It's more consistent and I can think of way more. But maybe Batman just has more quantity and I might be forgetting some.
