Would the Court of Owls get more traction/likeability if it had a central figurehead/leaders? Because as it stands they're just vague rich assholes who dont do anything nor warrant their supposed "control" over Gotham

The story would have worked better as a DickBats story, but it was made into a Bruce one where Snyder tried to force in some fake brother for Bruce to make it personal.
