Patrick Warburton.

The original pitch to Nickelodeon just used the YM Magazine comic design (though making her several years younger) but Nick was worried that people would confuse it for Fido Dido and assume it was some sort of marketing rather than a separate thing

So Sue Rose had Warburton help her refine the design since his natural style meshed well with her own. By that point, Nick decided to pass altogether but Disney opted to make it into a show.

She is one of those characters where you cannot deviate much from the design or else it looks completely off. Her hair had been sweating and that thick style of clothes is hard to get right.

First for OUAS, that included Wreck-it Ralph, connecting things together with Pac-Man, Street Fighter, Super Mario, Q*Bert, Sonic and a bunch other video game franchises, and from Sonic we have Sonic Racing: Crossworlds, connected with Avatar: The Last Airbender, TMNT, Minecraft, Hatsune Miku and SpongeBob SquarePants, and from there we get a connection to Alvin and the Chipmunks (the series intro makes a brief appearance at one point in the first live-action movie) and David Hasselhoff, connecting Pepper Ann to the real world, and then from Q*Bert we have a connection to Pixels, which includes Donkey Kong and Max Headroom
And for Chip n Dale: Rescue Rangers, you again have the WDAS pantheon, but also MC Skat Kat from the Opposites Attract music video, Roger Rabbit, E.T., Batman, Johnny Bravo, Phineas and Ferb, Ugly Sonic from the original trailer for the first Sonic movie, MLP FiM, He-Man, Indiana Jones, South Park, and even DreamWorks' animated films

That's why you gotta take the original design and add very subtle curves in the right places. Not enough to go off model, but juuuust enough to give the body a bit more, shall we say, "oomph".
I remember a scene from an episode, a dream sequence, where Pepper, Milo, and Niks are going to steal something, they they are all in purple suits. Tight suits. I remember Pepper Ann having a little bit more form to the body. I tried googling for this but I am not sure if this was the correct one from Permanent Record (this doesn't look like a dream). I swear there was one where they steal a jewel.

Honestly, it's interesting to thick how characters who were once either outright or somewhat stereotypically like the target audience of that time, but now they're older with their own kids. Will they cling on to that bygone time? Will they be like their folks? Will they be better, or worse?
Like take pic related, the artist envisioned Max to be somewhat like his dad, trying to play and sing along to music from his youth with his kid.
Or one that was actually done, Little Mermaid 2. Ariel turns out to have gotten the same bad parenting vibe from her farther. Just like how Triton didn't explain to Ariel HOW humans could be dangerous (and then destroys her collection), Ariel doesn't explain WHY Melody (her kid) can't get anywhere near the sea, while also keeping the fact she's part mermaid a secret.

Yeah. Basically years pass, Ariel and Eric go back out to sea to see Triton and the rest of the family to show off baby Melody, everything is well until Ursala's crazy sister Morgana comes in, crashes the party to try and kill Melody in revenge. Triton scares her off, she swears revenge, and the Ariel says she's gonna keep the whole mermaid thing a secret from Melody, even taking the gift Triton gave to her (a locket). Ariel and Eric have wall built around the beach next to the castle and the movie goes from there.
The problem is the movie is one of those who's whole plot can be avoid if Ariel had just fucking told Melody that there's a crazy sea witch out to get her and that she's part mermaid (which is why she doesn't feel like she fits in with the other kids).

There's not much known about the Pepper Ann's Rio Adventure pitch beyond that it was a pitch for an extended length episode where the Hazelnut soccer team goes to Rio. Nobody outside of the staff was even aware of it until some of the concept art was auctioned off a while back.

It could have been a special, a DTV movie, or even pitched for a theatrical release for all we know. As is, it didn't get made after Doug, Recess, and Teacher's Pet underwhelmed or outright flopped at the box office.

As said when I receive any art from people I ask for the full size (resolution) since many artists draw large and shrink it, and sometimes that ruins the line quality and softens fine details. That is what I asked from you, was the pic you drew me posted here at full size. Can you answer that, s'il te plaît?

Lmao I know el barto takes commissions, how the heck does that process work when he himself admits he's bad at online communication? Communication is everything when buying drawings to make the process flow well. Do you literally gotta ring him up on the rotary phone and talk to him? Two things - 1, he saw a greatness in you that you as an artist might not see in yourself (all artists are their own worse critic). And 2 - while he can draw all the Pepper Ann he wants till the cows come home, nothing quite hits like the feeling of getting new artwork of your favorite character(s) when they are drawn by someone else other than yourself.
Would you mind posting any Peppers? I bet you're not nearly as bad as you claim to me.

Thank you! I am happy to know that it is, indeed, the full size.
The image dimensions caught my attention especially because some websites, like Instagram, shrink posted images down to a default size, like 1080p. So it was my thinking that perhaps you sized it down to post here, in preparation to post it somewhere else where you share your art where it falls inline with that websites default image size.

I might be pushing my luck here asking you another question but I am sorta curious - the brush you use for your final lines, kinda has a crayon like texture. Any reason why that's your fave? Sometimes I think it would be neat for you to experiment with brushes. The Rio book cover image is an good example, since you draw smaller the more darker lines work a little better, imo.
For the wip you posted of my drawing it was interesting to me to see you sketch with a solid brush. It gives the image a different feel, a bit more dynamic feeling. Although that might also be the old adage of the sketch portion of a drawing looking more lively than the final lines because at the sketch stage you're more "loose" planning things out.
