They finally settled on making it a comedy again which is why it's concept art looks so different. I think Cloudy went through a similar process. It kinda reminds me of Tangled's concept art using Rembrandt and other artists as inspiration, really gorgeous stuff.

Since this concept art thread also happens to be the lost media thread all of a sudden, here's concept art for a proposed pitch for a Blues Brothers animated series made from Universal's animated studio for UPN's kids block. Supposedly, future Billy & Mandy creator Max Atoms briefly worked on the show. The show was canned, not because UPN execs rejected it, but because of the dismal reception of Blues Brothers 2000 caused Universal to rethink about any of their plans for the iconic blues duo. Due to this, they cancelled any plans of their animated series right before the show was near completion.
