Aang meets small enclaves throughout his journey and encouraged the now great grand children of his people that things will change soon. After Aang beats Ozai, word spreads quickly that Air nomads no longer need to hide and out of the woodwork there's about 10,000 people of that culture ready to inherit their ancestral lands and ways. Several thousand more are of that finished, but have integrated into the cultures their families have lived with (Earth Kingdom realistically) and have decided to just keep living there.

She's too driven, too ambitious and bloody-minded to function in an era of peace and reconstruction - especially one where all the positions of power are already filled by people she knows and hates.What Azula would need to be redeemed is to be brought to some outside context where she can exercise her decisive strategies and tactical acumen in the name of a good (or at least neutral) cause, and be praised for it by people she doesn't already know and mistrust for having betrayed her.

From her perspective there's no other option than doubling down - anything else would require her to put herself at the mercy of enemies and betrayers, and she doesn't believe in mercy. And even if Zuko and his friends didn't lock her up somewhere, what would she do? Her entire skillset is oriented around being an efficient wartime commander, she can't function as a peacetime noble or stateswoman. Pivoting away from that would require a total reinvention of herself.As is, Azula reckoning with herself and her morality would mean accepting that her entire life up to that point was worth less than nothing, and trigger another breakdown. For Azula to recover she needs some new goal, some lasting accomplishments to be proud of. Once she has that, it'll be possible for her to to move the basis of her self-worth over, and then reassess the moral valence of what she did without crumbling. But the problem is that in a post-war reconstruction context, there are few goals available for Azula to accomplish with ruthless efficacy, so she's stuck in a catch-22. She can't let go of her worldview without something else to grab onto, and there's nothing for her to grab onto as she is.
