The premise of the issue is Batman got a cryptic letter in the mail saying 'KNOW YOUR FOES' and nothing else. So he and Robin spend the issue reading the Batcomputer files on all of his foes.

being iconic and distinct. which i recognize is a bit difficult, as characters only become "iconic" due to good media rep. for instance, someone like Penguin is iconic but may not be as iconic if it wasn't for his appearances in Batman '66 and Returns. Riddler wasn't all too popular for a good while. Mr. Freeze obviously only became relevant once TAS reinvented him. still, all of Batman's greats have become iconic and are distinct enough to earn their place as one of his best villains.

Joker's obvious, Poison Ivy (before becoming a hero) filled a unique role and was interesting because of her misanthropy and prioritization of the green over all else, Scarecrow (when written by someone that cares) has an interesting role and, while a scarecrow on its own isn't iconic or unique, it actually leads to more unique designs and variations of Crane's look
