Is this guy simultaneously the most retarded and most based Batman villain of all time?
Literally just a giant rich retard who thinks he's Zeus cuz he got bumped on the head or something and his giant 1000 foot skyscraper is done up like a Greek temple. Who are some other villains like this guy who are like Z lister but still kino?

He’s a knockoff of King Tut from the Batman 1960s TV show. That show was produced by Fox so DC didn’t have the rights to the original villains created for the show, King Tut was the only really good one (Egghead fans will not eggree) so DC came up with something similar.

King Tut was hardly what you'd call a good villain, he was just immaculately portrayed. and kind of funny since he was immediately forgiven every time because he gets hit on the head again and gets his marbles back.

Maxie Zeus is their attempt at addressing anyone's concerns that this new show isn't like what they remember Batman to be enough. They're like, can we have an insane villain who thinks he's some kind of themed history guy? Sure. What would that look like? Well, his minions are a little worried but they do what they're paid to.. his close companions are more worried, and think he needs to seek mental help, even if they're okay with the crime shit. and Batman takes him out without showing TOO much sympathy for insanity, but still making it clear he pities the guy and wants him to get help. This Batman has heart, but the show has brains, and edge.

From what Chuck Dixon said, the name "Maxie Zeus" was namedropped as a Gotham crime lord, and readers asked who that was and so Dennis O'Neil felt obliged to make him an actual character. I cn't find any mention of Maxie Zeus' name before his debut though, so it could be Dixon misremembering the story; O'Neil used it as an example of expecting readers to want elaboration on any sort of worldbuilding
