He started out as a approximation of a Kryptonian using human DNA to imitate their abilities and then later was retconed in to being Clark and Lex's illegitimate test tube baby. The technical term for Kon is "designer baby", he can't be a clone since he only has half of Supermans DNA.

Superman Family characters tend to have Superman powersets which means you have to write enemies capable of standing up to multiple Supermen and come up with a reason why every fight isn't 3-4 Supermen dogpiling the villain within a few seconds.
