Furryposting from OP aside, Rock-a-Doodle was the least "bad" out of the bad Don Bluth movies. The Owl villain was pretty cool. It's not Fievel/NIMH good but it's not as bad as the Troll movie either

But his design is more of a saturday morning catoon villain rather than the spooky look of the Great Owl, along with his glowing eyes it makes him to look more ancient & spiritual which it ends up as one of my personal favorite design.
