He wants his life to change, but is terrified of it and terrified of leaving his terrible life because he's grown comfortable with it. There are probably millions of people in the exact same situation as Squidward, because to change their lot in life requires risk and effort, and most people would rather suffer through what they know than risk trying for something better.
