I live in Boston and the nearest plaza with a subway stop is full of meth addicts who can barely speak English. The first time I went there, there were psych ward escapees lighting shit off the ground and screaming at each other. It would have gone more smoothly if they pretended it WAS a bomb.

Did they think that seeing the mooninites around the city would make a 45 year old businessman in 2007 say "I will not watch your cartoon food movie"?

It was snugly hidden up under a piece of infrastructure, where all you'd see is the light coming off it if you weren't looking dead-on, and even if you did, they'd have to identify it as LED lights of a character (one that they probably didn't know and would just look like a grid) from far down and early in the morning. It's understandable that they were concerned, and concerned calls spin the wheels of emergency response overreaction pretty quickly, which then drew a crowd and thus fed into itself heavily.The part that wasn't excusable is when everything was said and done, and the air had cleared, and the city was too proud to let anything go. When they got desperate to save face is when they went over the line.
