Why are they called ninjas when they don't even use stealth? Shouldn't they be called samurais?

Japanese words aren't made multiple by adding an s. It's the same word, dummy. 1 nina/samurai. 300 ninja/samurai. And the ninja aspect is them showing up out of nowhere. They stay hidden until it's time to fight. They don't walk around the city in broad daylight.

They can be pretty stealthy in some of the series.

Because Frank Miller's Ronin.

They do use stealth in a lot of versions though.

There are a lot of episodes where they do use stealth. The turtles regularly wear costumes. Real life ninjas did wear costumes to appear as farmers or other roles in Japan.

Samurai are specifically a warrior class that answers to a feudal lord. Incidentally, this is why using titles like "The Last Ronin" makes no sense, because ronin are samurai whose lords have been killed, or if said lord was stripped of his title. Ninjas can't be ronin.
