Pegasus, Mouse Dog Girl Tigress and Rena show up often because it's easy to just have the characters use portals to jump around, swarm copies on the villain to get batted away, or illusion spam while still maintaining the usual mid effort fight scenes (and in the case of Juleka cause lots of property damage without hitting anything) Rose and Kim are too broken and can one shot Akuma so they rarely show up, and guys like Luka Felix and Marc have powers that are too specific that require heavy writing to fit in so they never get called.Then there's guys like Nathaniel who's power is redundant, and while he can have a good fight scene if he's allowed to actually fight that's hard to animate so he only got one episode.
