it is a cover, but i wouldn't be surprised this will be her look for now, since this is going to be a remake of her cyborg era, when Dr Starfire, removed her powers and she had to wear power armor beneath her suit to even to fly and to stay alive back in the 70's, and in fact one of the reasons she died at the crisis.
