i'm going to make this easy for you. op is referring to the simpsons. in the simpsons universe "the simpsons" is not a tv show and they are real people. george bush explicitly mentions the simpsons, but since this scene takes place in-universe where the simpsons are real and not famous tv characters, it looks like george bush is calling out some random family from some town that he's never met (this is before the episode where he moves in across the street) which makes it all the more absurd. op's point is not the waltons reference, but rather the fact that george bush is beefing with a random suburban family from the perspective of the characters in the show. one can argue that as this was a promo, none of this actually matters and the whole thing is non-canon. hope that helps.
