>As a child, Mabel Tanaka spent time with her grandmother in the local forest glade inhabited by many wild animals, in particular a colony of beavers. Inspired by her grandmother, Mabel grows up to develop a strong interest in the natural world. Many years later, in the modern day, Mayor Jerry Generazzo announces his plans to develop the glade into a freeway, with Mabel actively campaigning against him. She attempts to rally the locals to her cause, with minimal success. Mabel's devotion to her work has caused her to disengage from her college studies, much to the irritation of her biology professor, Dr. Samantha Fairfax.

>Mabel discovers that Dr. Fairfax and her colleagues have secretly been developing a new technology to enhance communication with the animal world. Dubbed the 'Hoppers' program, the device enables a human consciousness to 'hop' into a robotic animal and get up close to its respective species. Seeing this as an opportunity to save the glade, Mabel 'hops' into a robotic beaver against the wishes of Dr. Fairfax and flees the laboratory.

She begins to develop a rapport with the local wildlife, and is escorted to meet King George, the head beaver of the communal 'Superlodge'. To ingratiate herself with him, Mabel destroys a noise-emitting false tree that Mayor Jerry had erected to drive the animals away. Afterwards, Mabel is taught the rules of the community, and grows closer to King George as they swap stories of their lives, with George believing her to be a real beaver. George asks Mabel to be his personal advisor about the human world.

>Mayor Jerry, angered by the animals' stalling, blows up the dam and has more noise-emitting trees sent into the glade. Mabel and George call a meeting of the Animal Council in the Superlodge, attended by delegates representing multiple different species. During an impassioned speech, Mabel inadvertently triggers a declaration of war against humans by the animals, and becomes a target herself upon accidentally squashing the Insect Queen. Mabel flees the Superlodge with George and a few other sympathetic animals in tow.

>Using text-to-speech software on his phone, Mabel and George protect Mayor Jerry from an attempt on his life carried out by the Council, now led by the vengeful Insect King Titus, who has succeeded his wife. In the chaos, which sees a shark named Diane being dropped onto Jerry's car, Dr. Fairfax is finally able to untether Mabel from her robotic body, with George left heartbroken and cradling her now-lifeless metal shell.

>Titus raids Dr. Fairfax's lab, binds and gags Mayor Jerry and demands the scientists produce a robotic clone of Jerry for him to 'hop' into. He intends to impersonate the mayor and harness the audio frequencies of the noise-emitting trees at a press conference to destroy the brains of all the humans in attendance. After reconciling with George, Mabel intervenes, and the animals rip the fake Jerry's face off, rendering him unable to trigger the attack. Mabel chases a deranged Titus up the last noise-emitting tree whilst George and the others disable the rest. Titus refuses to relent, and the tree collapses, killing him and starting a fire that ravages the glade. Realizing it is the only way to save the town, George commands his subjects to tear down the remainder of the dam, flooding the glade and extinguishing the fire.

>Mayor Jerry cancels his plans for the glade, and assists Mabel with the clean-up operation, declaring it a protected wildlife preserve while the burned greenery grows back. Focusing on her studies anew, Mabel is able to graduate, but the Hoppers program is discontinued. Though they are unable to communicate verbally, Mabel and George's friendship continues, and he tells her over text that her grandmother would be proud of her.
