How much of a game changer would it be in comics if they introduced homing/seeking bullets various guns? I am talking cops, civilians, and criminals having access to smart guns. With all the things humanity has to deal with in comics day to day, more cyberpunk like tech and weapons should be commonplace.

As much as I'd read a comic set in some early stages of cyberpunk in which superheroes would be trying to cope with new technology making their job harder as the power gap between them and street level thugs closes while the global surveilance state makes them sort of redundant I don't think heat seeking ammo would be a good idea for handguns.if the guy is behind cover you have to do a 180 around it and lose so much energy you might not go through his chrome anymore, if he isn't and you miss that's a skill issue. Maybe for rifles to help you hit moving targets past 600m.There's the case for randomly mag dumping in the dark and letting them do the work but in practice it'd be like cooking grenades, anyone in that situation would remember that time they were told NOT to do it because it's statistically retarded and not do so.
