That wasn't Stan Lee. 1960s Lee and Kirby just ignored all Captain America stories after 1945 when they brought him back, they didn't single out the Commie Smasher issues to de-canonize as not the real Cap, and didn't even bother addressing any of those stories at all. Stan Lee-era Marvel had a lot of Cold War stories and Communist villains.

It was Steve Englehart who first addressed the 1950s Commie Smasher Cap and wrote him as crazy, then years later Roger McKenzie had him get brainwashed into becoming an actual Nazi.
