Clayface III / Preston Payne. Batman has a lot of villains that are supposed to be "criminally insane", but very few are genuinely mentally disturbed in a real world way, Payne's Clayface is genuinely mentally ill, which makes him genuinely tragic. Alan Moore's short story about him in Batman Annual #11 is one of my personal favorites because of that.

I really like the early Black Mask, where he was obsessed with how masks change people, and most of his gang were scum and poor people he “transformed” through masks. He also had a connection to Bruce Wayne, which should have been mirrored. He gets shafted into “Generic Gangster #3”, which is the laziest way to interpret him.

MODOK is my favorite character in comics. Unlike most villains who are in denial of having become a monster, he's in denial of having ever been human, because reckoning with that human side of himself means feeling guilt and complex emotions over his actions and his current, abominable state of being.It helps that I love body horror as well as AIM's whole aesthetic, and mad-scientist/evil robot characters in general.
