I've seen Dennis at some soccer related thing (or someone similar to him), then i found out on wiki about the comic he's from, and i've seen some of his strips at comic's subr*ddit.
I'm non-British, by the way. Question is: where should I start reading it? I like Dennis now.

You could watch the TV show from the 90s called Dennis the Menace & Gnasher
The Beano doesn't have much continuity, so you can basically start anywere, Annuals generally have lots of reprints in them so if you want the older stuff it might be worth a look.

What about the 2009 Dennis TV series?

I thought it was not as good as the 90s version, but it isn't inacurate the Beano strips

There's no 'starting point', they're literally weekly gag comics with no ongoing. If you check the archive you can find some old Beano threads that storytime some of his comics.
