You need to distance it a bit from the capitalist set dressing to get it. It's a man v man story disguised as a man v society.Also nobody else in town had a problem with the highway so it made Mabel seem really out of touch with the needs of the town. Highways don't just get built for fun, they cost millions of dollars and use labor that could be redirected elsewhere. From what we know the town actually wanted it to be built and they loved Jerry for finally "getting things done". Mabel's also like that when she frees the pets at the beginning as if they aren't going to instantly die the moment they realize they can't hunt for shit.
