Latter doesn't make sense since Disney is more than fine leaving editing out "problematic" episodes/bits (see The Muppet Show) and Tarzan's movie and the Tarzan & Jane movie using episodes is on the service. The only big issue with Tarzan's copyright should be in the creation of new movies/shows/games; Disney's put out new merch as recent as 2 years ago (maybe sooner, if there's stuff I've missed). It's probably more of just not wanting to pay out royalties for something they think won't draw people to the service, which is the reason they've ended up pulling stuff off the service.
