It's basically just one run that keeps relaunching for new #1s, Moon Knight's series is doing the same. The minis teaming Wanda with Quicksilver and Vision have been the best Scarlet Witch material Orlando's written, but he refuses to put either of them in the book full-time. By the time the current series inevitably ends at #10 he'll have had 4 years, it's time to see if a different writer and artist can make the book perform better.

This pisses me off. Magik was doing numbers with her solo, then it had to get canceled in what was basically a glorified break. And now we have a new series but I don't know if it'll sell as well as 2025 since it's lost the momentum from last year.
I do think Allen has potential, so I'd like for her books to be successful. Moonstone is practically guaranteed to not do well, sadly

So he’s skeptical that Emma’s ideas for the new campus pass the Health and Safety Test, and that creating a space inhabited by that large a number of mutants is simply inviting trouble, at least without adequate safeguards in place.

But as we see in X-MEN UNITED #2 and thereafter, Emma’s position is that mutantkind needs a place to live and grow and congregate, for the mental and emotional well-being of everybody. So both are determined to do the right thing as they see it regardless of how the other one feels—which is where the best drama comes from. It’s always more interesting when characters can have a legitimate difference of opinion without one being absolutely right and the other being absolutely wrong.

I think Exceptional can be read as a function of the result that is United. My supposition is that United was planned before Exceptional even launched and the only purpose of the title was to set up this new series. Which is why Brevoort went to bat for it and it got to chug along despite underperforming as badly as any of the title ls that were cut before it.
