Previously, Magik and Colossus reunited again for the first time after the Hellfire Vigil, and Magik found out that Colossus had been hunted by monsters while making his journey through Russia. Teleporting to the Ust-Ordynsky farm, the siblings had to deal with Lady Midday who had been holding the farmers captive and waiting to fight Colossus. When Colossus killed her, her spirit left her body and traveled to the “Immortal”, a man who is behind the monster attacks on Colossus and operating from St. Petersburg. And now that Magik is involved, he sees no choice but to kill them both!

And now for Storm: Earth's Mightiest Mutant.

Legion already built a stable habitat in the astral plane. The Altar was never shown to be destroyed in Fall of X. Its existence is not a secret to any of the X-Men. Several of them visited it. Constructing a whole new place using Sinister's experimental technology seems redundant and foolish.

Last issue, Storm had a tea ceremony with Susanoo while he was sending Rage, the Rogue Planet to collide with Earth due to him wanting to have Storm assist him in his ritual suicide. But Storm bluffed him by drugging him with a muscle relaxant and then imprisoning him in a pocket dimension. In response, Susanoo’s war general Akujin (who we first saw in Rogue Storm during AoR) obliterates the city Biarritz with her army of rock monsters and demanded Susanoo to be freed from the pocket dimension or else a city would meet the same fate every five days, while successfully fooling Storm using illusion magic to make her save the wrong part of the city. And if things couldn’t get any more complicated, Scarlet Witch confronted Storm regarding the aftermath of the Thunder War, and what it meant for the rest of the universe…

It's basically just one run that keeps relaunching for new #1s, Moon Knight's series is doing the same. The minis teaming Wanda with Quicksilver and Vision have been the best Scarlet Witch material Orlando's written, but he refuses to put either of them in the book full-time. By the time the current series inevitably ends at #10 he'll have had 4 years, it's time to see if a different writer and artist can make the book perform better.

So he’s skeptical that Emma’s ideas for the new campus pass the Health and Safety Test, and that creating a space inhabited by that large a number of mutants is simply inviting trouble, at least without adequate safeguards in place.

But as we see in X-MEN UNITED #2 and thereafter, Emma’s position is that mutantkind needs a place to live and grow and congregate, for the mental and emotional well-being of everybody. So both are determined to do the right thing as they see it regardless of how the other one feels—which is where the best drama comes from. It’s always more interesting when characters can have a legitimate difference of opinion without one being absolutely right and the other being absolutely wrong.

I think Exceptional can be read as a function of the result that is United. My supposition is that United was planned before Exceptional even launched and the only purpose of the title was to set up this new series. Which is why Brevoort went to bat for it and it got to chug along despite underperforming as badly as any of the title ls that were cut before it.
