Most classic characters up until maybe the late 60s were not designed with universes or reoccurring characters, they were funny characters that could be placed into funny scenarios without explanation. This is the environment they work best in, try to give them a world and act like "Bugs Bunny would totally hang out with Ralph Wolf at a pizzaria and shit" and it doesn't work
They're also not Mickey Mouse in the sense you can have all of them together and hang out, the original directors never did that and usually only paired up two or three different characters, never all of them
Come to think of it, Disney did that too

Personally, I view their non acting dynamics as the same as their acting dynamics. It’s usually shown they act the same way on and off set in the shorts.
