I want there to be a show on Adult Swim starring modern day interpretations of Hana Barbara/Warner Brothers characters doing a Rifftrax/MST3K style watch-a-long of their old show. Have a bunch of inpersonators. Don't you think a show like that would do well?

No, they’d run out of material fast. And I don’t mean shorts to riff on, I mean jokes that don’t amount to just pointing out the same animation flubs and outdated humor every five minutes. Hanna-Barbara shorts weren’t exactly made to be looked over with the eyes of an hawk, they were a ton of visual gags, slapstick moments and corny puns to watch between news reels and then moved on from. Even MST!3 had episodes where they were scraping hard for material to riff on because the material was that barebones.

This. "Catalina Caper" was the last time they did a comedy movie on MST3K, because there's only so many ways you can say "that's not funny" before it stops being an amusing observation.
And then you get stuff like Monster-A-Go-Go, a movie where you can feel their frustration at a movie where literally nothing happens.

I don't think it would work, OP. They probably would have done it if they could make it work, MST was huge in the 90s. Instead they went with several variants of the Sealab 2021 kind of thing, using bits of old animation to make wacky new stories.
