They would kickstart a superpower arms race between countries, corporations and other major factions. Depending on how commonplace or easy to aquire the powers are, you can bet your ass the powers that be would also scramble to update and expand the laws and regulations regarding superpowers (like something stupid akin to trying to outlaw the powers that make you capable of making copies of objects because that would bankrupt stores and factories), and attempt to limit their usage, subvert or outright get rid of those whose powers would disrupt the status quo a bit too much for their liking (anyone who can pump out free energy or produce free food or medicine, any clairvoyant or telepath who can uncover corporate and government secrets, any "super-tech" inventors - either they will try to get them on their side, slander them or get rid of them entirely). The threat of dangerous and disruptive powers popping up randomly would also serve as a good excuse for increased and more invasive survelliance methods to document and keep tabs on people.You can also expect some of the supers to create (both intentionally and unintentionally) cults or movements around them and use that to try and further whatever agendas.
