There's context. After DC KO, Girder and Tar Pit made a point that gave Batman and Wonder Woman pause. Earth is their home too, they all have families/people they care about, and they thought it was bullshit that while everyone else had the chance to save the planet they were stuck in a prison. So the league asked if some of these guys deserve a chance to prove that they can be better, and wondered if they too perpetuate the cycle of good guy/bad guy.

They're not given free reign of the watchtower, and I'm sure Batman is paranoid as fuck enough to put all of them on close surveillance, but they each are getting a shot

They are specifically starting with the ones who fought in the Tournament because Superman's big sacrifice at the end split the King Omega energy between all of the participants equally and gave them prophetic visions of things they needed to do to stop Darkseid in the future

It's like the ending of Blackest Knight but dumber
