Maybe it's something he practiced in the years he spent alone, trying to keep himself sane.A computer is probably something he's barely thought of since he got circus'd, so he can't just conjure it out of nothing (with lots of practice, maybe he could, but they were in a rush).Also the whole needing a computer in the first place to alter the code follows the same idea. A computer is the thing you use to edit computer code, so naturally using a computer makes it a million times easier to conjure Caine's code, even though it might technically be possible to do it without a computer.
