>>152998336My guess is that networks just don't find the idea of a sports cartoon drama interestng unless it has a explicitly fantastical twist like sendokai champions which is basically saint seiya/inazuma eleven go galaxy.The manga > anime pipeline of japan makes it easier to pitch shows since it probably already has an audience.That said, there IS an instance of a full-on western made sports drama with no magic twist, just sport and the people playing it. And of course, it's french.
