That wouldn't make for a very good protagonist.
I guess you could make that type of character a framing device, a sort of Ishmael type character that observes things that happen around him as a way of connecting a bunch of short stories together. But as a lead in a conventional story no, probably not.

There was an issue of "Captain Carrot and His Amazing Zoo Crew!" where Fastback, the super-speedster turtle, went up against a rabbit with "super-slow" powers. It...sort of made sense.

This was when they introduced Jack Noir. He kills a bunch of dudes who have OP time travel powers. I don't remember the specifics, but it was some pretty snazzy writing.
It happens right after the end of one of the acts. I remember thinking at the time it was some kind of side story promo unrelated to the main story. Then Jack became the big bad for a while and I regretted not paying enough attention to that segment.
