Honestly all three of the Eds could have probably been good operatives. You already mentioned Edd's ability. Ed would be a fantastic and willing test dummy for any 2x4 tech while also being comically strong when it's needed. And Eddy is just constantly coming up with new plans and schemes. I bet he'd be great at planning scams to spy on adults and teens.

Ok yeah, that is also true. Hell, maybe even just a five. And they do have a unique habit of everything they do going up in smoke fast. I guess they'd end up like Tommy. Edd is too much of a stickler for rules and respect for the parental figures. He's practically a slave to his own parents.
Eddy wouldn't work with them without some sort of financial incentive. Unless it's something he's personally invested in, he's not doing anything without being paid in cash. The KND likely wouldn't want to deal with that.
There's even in-universe proof that they can't operate properly outside of their own unit of three, as seen when they tried to join the Urban Rangers. The KND would want to be rid of them ASAP, for their own sake if nothing else.

Not to deflect but that always rubbed me the wrong way. Considering the eds constantly tried to scam people out of money, not to mention breaking Air Space laws, EPA laws, assault, breaking and entering, indecent exposure, theft, etc. it was really fucking gay of Double D to do that
