Bilson and Dimeo were writers for the original Barry Allen Flash tv show so likely the original idea was to bring back Barry in Infinite Crisis and have them do a Barry Allen book. But there was too much opposition at DC from this idea on this issue and he went with Bart as Flash at the last minute, which is why Bilson and Dimeo were the writers for a character they had nothing to do with..
