that's Underwater Hazard, he used to hench for Wide Wale back in the 90s before the lice theme, but he didn't like the strength suits so he went off on his own

his first arch was Doc Hocktopuss, but that didn't last long because Doc Hock was always too broke to rebuild his compound, then he moved on to Dessert Beagle but between Underwater Hazard having to be based out of Lake Havasu Dessert Beagle always knowing exactly where his trail led to the water's edge and Dessert Beagle's whole theme being stupid, Hazard quit and took a level drop with the Guild just to get the hell outta that one

he freelanced as a Number One for various villains over the years, still has the bullet from bungling when he was Dr Z's number one lodged in his pelvis, but it's not the same once you've had a Guild level yourself, so he went back on the road with one big hit on Rusty Venture, a plan that was sure to bring him back to the big time, or at least make him notorious; he camped out in the fountain beneath the Jonas and Rusty statue for nearly two weeks trying to evade security that didn't exist while he waited for Rusty to get back from his latest adventure with Arsene, waited until nightfall after the X-1 landed, then busted from the pool into the den where he assumed Rusty was sleeping on the couch and got his neck turned 180 by Brock, who was so confused by being woken up that way he thought he'd drunkely pissed the couch and ran out

Underwater Hazard's twitching corpse was discovered later that hour by the fours, who almost killed each other trying to imitate his head-on-backwards "disguise"
