The problem was that they knew with the Arrowverse imploding and wrapping up they'd never be able to do Diggle Lantern so they decided to have him reject the ring and go back to his family to finish up his story rather than it be an eternal cocktease that never got shown.>Captain Cold and Heatwave returning to The Flash to keep assembling the Rogues.That was never happening. One of Wentworth Miller's conditions for signing onto the one season of LoT he did was that Snart be killed off at the end of it because he didn't want to be a regular part of the Arrowverse anymore. He relented for a few guest appearances afterwards but that was it.
