Previous script clearly had George and Jerry be the same character. Jerry convinced the animals to move into beaver castle, long enough to built the highway. Then Mabel comes along and tries to get the animals to move back to the glade. They fight, rally the animals, bond. The twist is that neither of them is a beaver. And then they learn to understand eachother and let the animals be free. The fake trees and the council were added at the last minute.
