RGB's creator sounds unwell, and doesn't seem mentally equipped to deal with a situation like this in spite of her age (at least judging by her recent comments).
But it's also abundantly evident to me this indeed is a case of plagiarims. The Property of Hate might be unknown to a majority of post-COVID zoom zooms, but it REALLY was a popular webcomic around 2013-2016. RGB was the first instance through which I became aware of these type of "objecthead" characters and the same probably applies to a lot of people.

You don't, and really, you can't. In character design you are always stepping on someone's toes. That's why copyright doesn't protect ideas or characters. If you start going through characters from anything you'll find them again and again - who can say how many Gandalf knockoffs there are in fantasy fiction? It's a lot. Example; in Dragonlance, there is a wizard who appears as an old man in robes with a staff and hat. Pic related is his appearance on one of the covers; he is visually Gandalf. This chart lies. RGB's shoes DO have heels, they are not flats. You can even seem them IN THAT IMAGE. It also downplays similarities between Vox and RGB, while exaggerating similarities between RGB and Puzzles. Example; All of them are wearing bowties, but Vox is given a pass because it's a clip on(not visible). His bowtie is given another pass for having a small knot, while Puzzle's comically large knot is not. also, in what world is Puzzle wearing a "regular dress shirt?" Honestly, it's just the most dynamic way to place them. Either they would have been pointing inward out outward; it's a fifty-fifty design wise. Putting them both vertical or horizontal is a no-go, and one horizontal and one vertical is more stable, but not fitting for the character of Puzzles.

There's no regular old reason for teeth on a tv screen or robot to casually be leaking biological material in this manner, directly from the teeth or flat, undamaged screen. From the teeth, not even a mouth, screen rim or screen crack. There's a specific story detail why RGB has this material coming out of his teeth. Why is the mouth almost the exact same and it also bleeds too on Mr.Puzzles? Same teeth colors, boxy teeth shape, area of bleeding and color of the bleeds on just these two. Even though these designs are really similar, I don't think it was an intentional copy. He's got an old TV for a head. Color bars are iconic on old TVs and there's no easier way to incorporate those into the design then as teeth. Having Two knobs and vents is just how cartoon TVs look. I've seen the color bar used for a tv-themed character before, but it was female and the color bar was being used for their hair.

Anyway I think the bigger smoking gun here is the dials. Not only do the dials match exactly, but on RGB I think they might may be intended as slanted evil eyes in an unusual position (or at least that's how I read his face), whereas Mr. Puzzles' dials are just decoration.
