He chooses to use technology to stop any resistance and it creates a good traditionalism vs modernism subtext to the story. He's tragic in the sense that he's simply unwilling to let go and not let go of his fears of destiny. He's a very good mirror for Po who is thrust into a position of power by outside forces while Shen is thrust into a position of antagonism by his own choices. He's a good villain. Stay mad fag.

Everything wrong with KFP2 can be blamed on the writing. There is nothing wrong with the animation, cinematography, new character designs (outside of the wolves) or the music. The problem with the movie is the writing.
