Most traditionally animated cartoons are animated in Korea, correct? If something was animated by Korea, but only for Korean audiences, would that also qualify as /co/? (Or would anything vaguely Eastern and/or Asian fall under the /a/ umbrella?)

That's interesting, because Solo Leveling is a bizarre anime adaptation. Doing research on it lead me to stumble into a Korean webcomic rabbithole. From what I looked into, the anime adaptation scrubbed the original Solo Leveling of all its Korean heritage and replaced the main antagonist (Japan) with something more generic. It's strange how so many Korean webcomics either get made into /a/ or /tv/, but never /co/. (Domestically, that is.)

The strangest part of all is that Solo Leveling (/a/) was fully animated in Japan, with only the backgrounds being subcontracted to Vietnam AFAIK. (However, this could be a case of some animators not being given credit, or I'm just bad at reading Japanese.)

Most Japanese nerds who watch anime are racist and nationalistic. They dislike Korea and anything that portrays Japan in a negative light.
Some examples I remember Avatar didn't air its last season in Japan until years laters.
Pokemon had a drama with gym leaders profile being different in Korea. It said the Gym leader was a Taekwondo martial arist when the rest of the world said she was a martial artist. Japanese users were quickly able to deduce she used Korean martial etiquette and were angry that Gamefreak lied to them.

Anime is fucking odd when it comes to crediting animators. if you're affiliated with a company, you either get a credit or you don't. And I don't know what kind of bullshit politics are applied when it comes to that.

in part, but the simpsons, BTAS etc all sent work to whoever was doing it, and some of those subcontracted

so you have South Korea, I think genuinely for some things North Korea, Japan, China, Taiwan, all over

If it’s non-anime comics or animation it’s generally fine.
We have a number of Korean things that are considered /co/, like the Assaekiga comic strips, There She Is!, and Dinocore.

Most japanese anime nerds aren't going to watch live-action foreign films.
Funnily enough the version Korean was censored to remove any Japanese references including reshoots of the Kimono scenes to be hanboks instead.
