Zimmy doesn't want the illusion to break, but the "populate it with real souls" idea assumes the illusion would break otherwise. It follows logically if you assume the need for it, but the need itself is never established. The rules could very well just be to make it look normal and put in placeholders for the stuff Zimmy doesn't know or really give a shit about, but we just don't know yet. All we know is that only the named characters we see go in are featured in any detail or shown doing really anything, and their time is spent going through the motions of normalcy in a stereotypical school setting.
