The whole no capes thing was always just meant to be a joke about a Super-Hero design trope shown with a montage of comically morbid situations that people took too seriously.
Like, I feel like in most of those scenarios in any other hero stories the cape would just get ripped up.

Same reason they need the costumes, they really don't, it just looks cool.
Capes are also usually exclusive to like, "flying brick" type of characters like Superman, where they don't really need any actual practicality with their costumes.
With heroes like Batman that rely on stuff like tools and gadgets, the cape tends to be given more practicality at some point, like being used for gliding, bullet proof, whatever.

capes only work on heroes during public relations stunts. just like a parade uniform on soldiers. capeshit was always an ersatz for antient mythological figures and glorious military heroes of the past. historically soldiers used capes:
a. as a traveling accessory for shielding against the elements, in order to get to the battle
b. after the battle, either to look cool in triumph or to be wrapped up in case of defeat.

But not in the actual battle. just imagine, if heroes would choose the attire based on the circumstances, like batman or ironman in the later ages... if only some illegal alien from space didn't set up the rules...

Yeah, I think one needs to categorize capes by their utility/liability first. But if something is cosmetic at best and a weak point at worst, it's probably shit.
