So I think it is finally time to determine which is the superior show... I think the answer is Little Bear, although it hurts to say, because I prefer Turtles as animals to Bears. Little Bear really captures that rustic, tranquil, comfy, late 19th century aesthetic that makes it a nice show.
I have never watched either of these. Where does Kipper fall on your scale?
I haven't watched either in 20 years so I don't know, I think I'd prefer Little Bear though

as a kid I watched both before they took our cable tv away but I always preferred little bear, he was probably the first boy I ever liked. I was too young to realize back then why I liked the show so much
