I don't understand the appeal. It feels like a show on The CW, but without the IP to sell it.

I don't really find this cringey or dumb/charming/earnest. I simply find a lot of the drama flat, characters uninteresting. The concept, atmosphere and mystery is fine. If you're looking for solid horror type books that lean on that, it appeals. Tynion has produced enough of a following based on solid work to carry titles such as these. The appeal of horror/other genres that feels independent to people. Sometimes that is simply enough.

The hook is great. The first year was decent. It seemed like the second year would pick up after issue 4 but it shipped so poorly I stopped looking for it.

So he probably works with artists with that style so a great artist won't eclipse his writing. The dude who did the Ark M special was also the one on Deviant and that was the case.
