I think my main issue with him in Skybound is that he kind of makes Megatron feel lesser as a character and repeats the whole plot beat of him grooming Starscream by having the Fallen groom Megatron in return.Plus Megatron is already an enormously powerful despot who eats his own kin so trying to one-up him just doesn't work.
