Why are they so shit? Superman has like 5 good villains. He's the main character for DC heroes/comics while having shit villains. How can they be fixed?

Sure Superman explores new territory from time to time but he's not like Dr. Strange or the Fantastic 4 where the exploration is the focus on their stories. Superman is first a foremost a guardian that watches over his home territory, he's just so fast and powerful that his home territory can encompass a whole planet.
