I assume it's mocking the geometric designs, thick outlines, and flatly drawn background art that were increasingly commonplace in TV animation during the 00's. Especially with the rise in puppeted vector-based animation. Though their attempt to portray it doesn't really do a great job at capturing the aesthetic.
