I'm sure a fair bit of it was, but Snipple's a "Tradigital" studio. So you have moments where it's rigged, and others where it's hand drawn, and moments where both are used together.

The final product usually doesn't reflect that, however.

Synergy would have likely been the only other free studio since they and Snipple shared H&G. Why Disney didn't bring them back as well I have no idea.

Looks like a lot of separate assets that are modified as needed, moved around using transform tools. Also, these are animatics. What really makes something have the traditional animation feel is how they're tweened.

Even if FG is rigged now, for the first 8 or so seasons it was absolutely hand drawn. Rigged animation hadn't gotten to a decent point until the really late 2000s to 2010s. Family Guy has been on the air since 99

This is what happens when you try to cheap out and outsource all the time. Everyone wants animators to work for free and later demand that we bring back old studios and techniques.

A lot of these studios, including the ones in korea, are doing a thing where it's frame by frame but for some movements they'll reuse the linework. KoTH is done the same way and I suspect the Regular Show revival is too.

TV animation is dead because advertisers aren't paying as much and streaming is almost inherently unprofitable.
An anon has been saying it but we seriously do need to prepare for the end of tv cartoons and I don't think a lot of anons realize this.
We aren't going to be getting fully hand drawn shows ever again, cel will not come back, animations future is solely in 3d movies. Only way you'll see lively animation again is in indie shit (and that landscape has its own problems)
