I feel like the arc name gives away the plan of the story. Not only is a scarecrow a "straw man" but its also the fallacy at work, setting up Batman to be the straw man for all of Gotham's problems through manipulation. The plot is basically going to be Scarecrow setting him up enough to ruin his life and public image.
