I'm guessing blueberry was specifically chosen cause it's the only one Wonka didn't physically try to stop. Augustus, Veruca, and Mike all ignored any prior warnings and in some cases went out of their way to do something. Violet was just holding the gum for a bit while Wonka stood there not trying to prevent her from eating it aside from "I'd rather you didn't". Not even warning her of the side effects. It's like having a gun factory, letting someone hold a gun, and not warning them it's loaded just that they should put it back.
